Inera enables eIDAS-compliant, secure ID verification with IN Groupe

Secure issuance of SITHS eIDs for Sweden's healthcare providers and public service users

Inera, the digital backbone of Sweden's healthcare and welfare sector, has long relied on the Nexus PKI platform to issue secure healthcare identities nationwide. Recently, Inera reinforced its trust in Nexus and IN Groupe's expertise by choosing our Identity Verification solution suite. The solution, attested by eIDAS with Level of Assurance (LoA) High, enables secure issuance of SITHS eID via remote ID verification.

Inera's mission to support public healthcare services

Inera offers SITHS, which is currently the only identification solution on the market that can be used across all Swedish healthcare services to grant role-based access to healthcare professionals. The service is utilized by Swedish regions, municipalities, state authorities, and private healthcare providers.

SITHS, an eID approved by the Swedish Agency for Digital Government (DIGG) with trust level 3, identifies healthcare professionals and other public sector employees through multi-level authentication to access public services or electronically sign contracts, invoices, and medical records. Considering the service's far-reaching impact, Inera wanted to make the issuance of SITHS eID and Mobile SITHS eID more seamless with trusted remote verification.

Additionally, to speed up the onboarding of expat healthcare professionals, Inera wanted to expand SITHS eID issuance, with the same level of trust, to professionals without a Swedish personal identity number or those not registered in the Swedish population register.

Meeting the need for frictionless remote identity verification

"Inera recognized that the SITHS Identification Service needed to evolve to enable these functionalities," explains Per Majak, Director of Sales for the Nordics at Nexus IN Groupe.

Remote identity and document verification meant the need for new capabilities, such as photo capture, document matching, liveness and authenticity checks, and electronic data reading from both Swedish and international ID documents. To meet these needs, Inera opted for IN Groupe's Identity Verifier (IDV) solution suite, which can be used for document scanning, face matching, and end-user data retrieval.

Through our service, Inera will:

  • Use NFC-enabled mobile phones to scan machine-readable identity documents, including passports and national identity cards
  • Verify that the user performing the process is the rightful owner of the presented credentials through biometric checks, live-video, and face-matching checks

These checks collectively contribute toward uniquely identifying the applicant as a natural person in the context of the proof of identity.

Technologies that promote trust

Inera was clear in its objective to meet industry and regulatory requirements with the new changes. The chosen solution would have to meet specific business needs for issuing eIDs to employees in regions and municipalities. Alignment with DIGG's trust framework for issuing Swedish e-identification and e-identification to non-residents was also critical. The IDV solution offered by IN Groupe checked all the boxes.

Per elaborates on the chosen solution, "Our document scanning offers self-certification to eIDAS High. It meets Inera's requirement for validating non-Swedish national identity documents by working seamlessly with ICAO-compliant documents."

The solution supports:

  • Passports and residence permits that meet the International Civil Aviation Organization (ICAO) specifications for machine-readable travel documents
  • Identity card from an EU or European Economic Area (EEA) country that complies with the standards of Council Regulation (EC) No 2252/2004
  • EU or EEA driving license that complies with European Directive 2006/126/EC

On the other hand, our face matching technology is the first and only biometric analysis to achieve a Level 1 and 2 rating in the NIST/NVLAP certified iBeta Presentation Attack Detection (PAD) ISO 30107-3 certification test. Per further highlights that the IDV service is BSI-certified and compliant with ETSI and eIDAS standards.

Enabling broader access, securely and at scale

"Inera is transforming how high-assurance identities are issued across Sweden's healthcare sector by adopting IN Groupe's IDV solution," says Per. Introducing a fully remote, secure, and user-friendly issuance process marks a significant shift from traditional workflows. It eliminates the dependency on physical card issuance and opens the door for individuals without a Swedish personal identity number or population registration to obtain a trusted SITHS eID.

This shift streamlines the user experience and ensures full compliance with DIGG's regulatory framework and international standards. With biometric verification, support for ICAO-compliant documents, and a mobile-first approach, Inera is now positioned to serve a broader, more diverse population quickly, securely, and at scale. The result is a more inclusive, accessible, and resilient digital infrastructure for national health and welfare services.
